E-payment mandate day one: “smooth” is the start—the street-hail long tail is the score
Backdrop: 1 April 2026 — every taxi driver must offer at least two e-payment means (one QR and one non-QR); Commissioner for Transport Miss Winnie Tse (謝詠誼) visits Tsuen Wan drop-off; first-day operations broadly smooth
“Smooth” is only the start. The real test is weak signal at remote/basement pick-ups, how a driver stays legal when a device fails, and fare transparency—not another layer of slogans. Street-hail cash culture remains legitimate; e-pay must not become a pretext for charge confusion.

Licences issued: identifiable capacity is a plus—not a second-class label for street hail
Backdrop: 28 July 2025 — Transport Department issues four formal five-year taxi fleet licences; with earlier Star Fleet, five fleets in service
A licence is a starting line for trust—not a market caste mark. Formal five-year licences fold booking, hotlines, e-payment and safety gear into checkable promises—yet street-hail taxis remain the backbone of Hong Kong’s point-to-point ecology and must not be re-labelled second-class.
